Social Value

Helping you develop Social Value that wins work and delivers what you promise.

Social Value has become an increasingly important part of public sector procurement. But achieving a high score requires more than selecting a set of metrics or listing the good things your business already does.

We help you understand what the client is trying to achieve, what the local area actually needs and what your business can realistically deliver. We then bring these together to develop Social Value strategies, commitments and tender responses that are specific, measurable and credible.

Our support doesn't have to end when the tender is submitted. We can help you turn bid commitments into practical delivery plans, establish how they will be measured and capture the evidence needed to demonstrate impact and strengthen future bids.

Social Value Strategy

A strong tender response starts long before the tender is released.

We can review your current Social Value offer, identify where you are already delivering value and highlight gaps in your strategy, processes, evidence and delivery capability.

We then help connect your overall business Social Value strategy to individual frameworks and projects, so commitments aren't selected in isolation.

Our approach considers:

Your business strategy + Client priorities + Local need + Contract opportunities = Relevant Social Value commitments

This provides a clear rationale for what you are offering and demonstrates to evaluators that Social Value is embedded within your business rather than created for an individual bid.

Understanding Local Need

Social Value should reflect the communities in which you are working.

We undertake detailed local and regional research to identify the issues that matter, including deprivation, unemployment, economic inactivity, NEET levels, skills shortages, educational attainment, health inequalities, child poverty, barriers to employment and local SME and VCSE capacity.

More importantly, we explain what the research means for your bid.

If an area has high youth unemployment and identified skills shortages, for example, we can help develop a pathway connecting careers engagement, work experience, apprenticeships and employment rather than simply committing to a number of school visits.

This gives your commitments an evidence-based rationale and helps target investment where it can have the greatest impact.

Social Value Bid Support

We support Social Value responses from initial strategy through to final submission.

Our support can include:

  • Interpreting Social Value requirements and evaluation criteria
  • Identifying client priorities and relevant national and local policy
  • Selecting and testing commitments
  • Undertaking local needs analysis
  • Identifying suitable delivery partners
  • Allocating appropriate people, time and financial resources
  • Developing measurable outputs and outcomes
  • Identifying strong evidence and lessons learned from previous delivery
  • Writing and reviewing the final response

Our focus is always on developing commitments that will score well because they are relevant and credible, not simply because they generate the highest theoretical proxy value.

From Bid Commitment to Delivery

Winning the contract is only the start.

We can help turn the promises made during tender into a practical Social Value Delivery Plan, identifying what needs to happen, who is responsible, when it will happen, who needs to be involved and what evidence needs to be collected.

This is particularly valuable where bid teams have developed commitments that will subsequently be delivered by operational teams, HR, procurement, learning and development teams or supply chain partners.

It creates a clear handover from bid to delivery and reduces the risk of contractual commitments being lost after award.

Measuring What Changed, Not Just What Happened

Social Value measurement shouldn't stop at counting activities.

A school visit may reach 100 students. That's useful evidence, but the real value could come when that activity leads to:

Careers engagement → Work experience → Apprenticeship → Qualification → Sustainable employment

We help clients distinguish between outputs, outcomes and longer-term impact, establishing proportionate ways of measuring each.

We can also help develop structured evidence banks so that delivery data, beneficiary feedback, case studies and lessons learned are captured and readily available for client reporting and future tenders.

Preparing for Changing Social Value Requirements

Government expectations around Social Value continue to evolve, with increasing emphasis on good jobs, skills, opportunities, economic growth and improving outcomes for communities.

PPN 026 is due to take effect from 1 January 2027. We keep track of changes in public procurement and help clients understand what they mean in practice.

This can include reviewing current arrangements, identifying gaps and developing a short, medium and long-term plan to strengthen your Social Value capability before new requirements appear in a live tender.

Social Value Training

We provide tailored Social Value training for bid teams, operational teams and senior leaders.

Training can cover procurement requirements, what evaluators are looking for, developing appropriate commitments, measuring outcomes and translating tender promises into delivery.

For organisations looking to increase their public sector work, we can also help build wider internal Social Value capability so that knowledge isn't confined to one individual.

Why WeBid Global?

Our expertise goes beyond knowing how to write a Social Value response.

We combine extensive public sector bidding experience with practical knowledge of Social Value, education and communities.

Our Health, Safety & Sustainability Director and Social Value lead, Joanne Bull, is a former Headteacher and current Chair of Governors, providing first-hand understanding of the challenges facing schools, young people and communities experiencing disadvantage.

That experience matters.

Creating an apprenticeship opportunity doesn't necessarily mean that the young person who would benefit most can access it. There may first be barriers around qualifications, confidence, transport, family circumstances or basic needs that need to be understood.

We bring that perspective into our Social Value work, helping clients move beyond "What can we offer?" to consider "What is actually needed and what difference can we realistically make?"
