Iarnród Éireann Irish Rail's DART+ programme will expand the electrified Greater Dublin Area rail network from approximately 50km to 150km, increasing capacity and providing a more frequent, sustainable service. The single-supplier framework covers the design and construction of 1,500V DC overhead line equipment, new traction substations, associated civil works and integration with the existing railway.

WeBid supported the consortium through the PQQ with bid management, strategy, bid writing, workshop facilitation, subject matter expert interviews and graphics. The procurement required strict EU compliance and allowed evidence from only four reference projects, including a maintenance scheme. We structured extensive technical information into tightly controlled examples and concise responses covering design, construction, stakeholder engagement, collaboration, supply chain, rail safety, maintenance and sustainability.

The submission was successful, securing progression to the Invitation to Negotiate stage as one of no more than five shortlisted tenderers.
